You need a network of servers backup servers and you need backup power as well as high speed connections(over residential)

Install ISPCONFIG on the servers(Google for url)

and then install Squirrel Mail, and hire a programmer to modify squirrel mail to your needs and to create a signup script

You need:



1. A server (the hardware) connected to the Internet all the time using what is called a static IP.

2. The server needs to be running an operating system like Windows XP or Linux

3. You need to install several pieces of software, namely a web server (Apache), a mail server (Postfix and dovecot), a database server (mysql) and several scripting languages (like perl and php)

4. You need the web mail software itself. For example Squirrelmail.



If you are new to this, this is a steep learning curve. You have to spend a lot of time on the Internet researching each topic.
