Postage and packages are pretty standard between USA and Canada. Almost as if you were sending to from state to state in the US. You should have it sent USPS, then Canada Post will handle it, they may or may not charge GST on the declared value, and usually don't.

If you have it shipped by UPS, they will charge you for brokerage (even though it requires no brokerage), minimum $20, based on its declared value, and will charge GST for sure.

Just have the shipper declare it honestly with a fair value. If it's thought to declare it real high for insurance, the tax would be high, if it's declared real low to guarantee no tax, you're out of luck if it's lost or damaged.
