It depends upon your mail provider. Most ISPs will let you POP3 your mail to a mail client such as OE for free. Go to your ISP homepage then the Help section then look for 'POP3' or 'configure mail client'.
Most free e mail providers (Yahoo, Hotmail) will charge you a yearly fee to use POP3. Yahoo is $20 a year.
