I'm sure that if you and your girlfriend are on good terms, and there is no strife in the relationship, she'll be glad to accept a gift from you.
As far as the mailing of it, it will depend on the thickness and weight of the envelope..and it may be better put into a package so that it is protected.
You could go to the post office in your town and ask them the best way to mail it, including getting appropriate postage so that you're sure it will get there.
